The project will have to be formally adopted by the Council (member states). The decision will allow the EU to ban on flights within the EU those airlines that are responsible for transporting migrants to Belarus and that do not cooperate with the Union in counteracting this phenomenon.

Airlines are assessed in terms of international safety standards, in particular those adopted by the International Civil Aviation Organization (ICAO).
The purpose of the EU list is not only to contribute to maintaining a high level of safety in the EU, but also to help airlines and countries improve their safety so that they can then apply for de-listing. In addition, the EU Aviation Safety List has become one of the most important preventive tools as it motivates countries with safety concerns to take action before a flight ban becomes necessary.
