French dailies Le Monde and Le Figaro assess in Monday’s analyzes that the concentration of Russian troops on the borders with Ukraine is not a bluff by the Kremlin. Russia wants to start talks with the US, but is also preparing a military operation.

According to Le Monde correspondents in Washington and Moscow, the United States has quite limited possibilities of responding to Russian maneuvers near Ukraine. US President Joe Biden is threatening economic sanctions before Tuesday’s teleconference with his Russian counterpart Vladimir Putin.

In Le Figaro, political scientist Florent Parmentier of the Paris Center for Political Studies writes that “(Russia) maneuvers in its own territory are nothing to be blamed for,” but Moscow’s intentions are important.

Parmentier recalls that a similar dislocation of Russian troops took place in the spring and believes that “Moscow is testing the situation”. “Red lines are defined on both sides: for the US it is the independence of Ukraine, Russia is trying to prevent NATO’s rapprochement with Ukraine” – he adds.

Le Monde formulated a similar opinion as follows: “The red line is not Ukraine in NATO, but NATO in Ukraine.”

In September in Washington, Ukrainian President Volodymyr Zelensky wanted to discuss “Ukraine’s chances of joining NATO,” but the US has no intention of taking steps in this matter.

“Le Monde”, citing economists, writes that “the final form of sanctions” would be to throw Russia out of the SWIFT (Society for Worldwide Interbank Financial Telecommunications) financial information exchange system.

Former US special envoy to Ukraine Kurt Volker called the possibility of removing Russia from the SWIFT system a “nuclear option”. In European capitals, such a solution is treated very cautiously, as it would also harm European companies, explains “Le Monde”.

Prof. Parmentier points out that Russia does not want to talk with the European Union or even with NATO, but with the US.

The expert also believes that the Kremlin is arranging a test to determine how far the United States are ready to go, however, he makes a reservation that in this “confrontation, a mistake in calculation is always possible”. (PAP)
