“The expenses incurred by the company Centralny Port Komunikacyjny were rational and adequate to the degree of advancement of the investment,” said the government plenipotentiary for CTH, Marcin Horała, referring to the report of the Supreme Audit Office. “It is not known exactly how much the construction will cost” – indicates the Supreme Audit Office. Horała also kept the declaration that the first plane will depart from the CPK in 2027.
Today, the Sejm Infrastructure Committee considered the information of the Supreme Audit Office (NIK) on the results of the inspection of the construction of the Central Communication Port. The Chamber’s report appeared on its pages on Thursday. “The largest government investment in Poland at present, i.e. the construction of the Central Communication Port, is delayed at the start” – reads the report.
The Chamber indicated that at this pace of work, the completion of the airport construction by the end of 2027 is at risk. “In addition: it is still not known how much exactly CPK will cost, nor where the money for this project will come from. may exceed PLN 46 billion “- it was written.
In the opinion of the Supreme Audit Office, it is necessary to “immediately conduct a thorough analysis of costs and benefits, both economic and social, to be brought by the construction of the largest airport in our country”, especially in the event of a collapse on the passenger flights market due to the pandemic.
During the session of the parliamentary committee, Marcin Horała, deputy minister of infrastructure, government plenipotentiary for CPK, indicated that the expenses incurred by the CPK company were in line with the adopted financial plan and did not exceed the planned level. The fact that in the future there may be some risks related to the fact that the expenses were too high, it is impossible to say about any investment. (…) The expenses that were incurred, that were actually settled, that could be audited during the audit, were assessed as being made in accordance with the principles of economy, were rational and adequate to the stage of advancement of the investment – said Horała, referring to the report of the Supreme Audit Office.
In the opinion of the Chamber, “the identified irregularities in the construction of the STH, due to the early stage of the investment, have not had negative effects so far”. “However, NIK also identified risks and threats related to the implementation of the investment: the risk of failure to provide financing in the future for some of the projects planned in the further stages of the investment (due to the failure to develop a financial plan for the CPK Program, which would indicate the sources of financing for all projects throughout the investment implementation period); the risk of an unjustified increase in the costs of financing tasks in the field of project management (related to planning at the same time a significant increase in employment in CTH sp. z oo and employment of an external consultant); high probability of not completing the construction within the deadline set in the CPK Concept, i.e. by the end of 2027 (due to the current state of advancement that differs from the dates indicated therein) “- wrote the Chamber.
In response, Horała said: “We will address the risk of financial insecurity by adopting a long-term financial plan for the next stage, the implementation stage, when the advancement of the preparatory stage will be large enough to be able to precisely specify these expenses and prepare this financial plan”.
The timetable for completion of construction by 2027 is extremely ambitious and remains valid – Horała assured at the Thursday press conference in the Sejm.
Asked when the first plane will depart from the new port, the deputy minister upheld his earlier plans that it would be in the year of construction completion. 2027 – this is the case today – he assured.
He also admitted that it will be up to the airlines when they start flying from the new airport. As he said, some of them may start their flight operations “in the summer 2028 season”.

Horała announced that a contract for a feasibility study for the construction of the Sieradz-Poznań High Speed Railway is to be signed on Friday in Poznań.
The Supreme Audit Office assessed that the employment level in the CPK company should result from a thorough analysis of human resources needs and the identification of all planned tasks in terms of the manner of their implementation.
The level of employment in the CPK company, as for the scale of the investment project implemented and the entire portfolio program, is radically lower than in analogous domestic and international entities Horała said. As he said, the cost of management board remuneration in 2021 decreased to PLN 1,900 thousand. PLN, which is a reduction of almost 50 percent. compared to the previous year.
We reduced the number of board members – said the government plenipotentiary for CPK. At the same time, he pointed out that these remuneration are regulated by the Act on the management of state property and depend on the size of the enterprise.
NIK announced that the CPK company was hiring in 2020 255 people, of which in the Airport Component – 41, in the Railway Component – 59, in the Real Estate Component – 22, and in the Strategy and Development Component – 25. The remaining 108 people were employed in the Executive Director, Finance, Communication and PR, President of the Management Board.
The Chamber announced that by the end of 2021 the company planned to increase employment to 587 people, of which 91 (to 132) in the Airport Component, 74 (to 133) in the Railway Component, 35 (to 58) in the Real Estate Component, and in the Strategy and Development Component by 26 (to 51). “NIK indicates that the implementation of the above plan would mean more than a double increase in employment in substantive units, with simultaneous plans to outsource numerous works and services to external entities “ – we read.
NIK announced that the current expenditure on the CPK (until the end of 2020) amounted to approx. PLN 96.5 million. They were:
- costs of servicing the Government Plenipotentiary for the CPK – PLN 4.3 million, or 68% the maximum limit specified for this period in the Act;
- expenditure of CPK sp. z oo (including capital expenditure) in the amount of PLN 84.7 million;
- expenditure incurred by PPL on analyzes related to the CPK in the amount of PLN 6.6 million;
- amounts spent by the end of 2020 in connection with the implementation of activities indicated in the CPK Concept.
MP from PO also commented on the NIK report. They emphasized that the CPK report was “devastating” because it indicated the lack of business justification for the economic and social profitability of this investment.
Either the opposition members of the opposition have not read this report, or they have read it and are lying very consciously and cynically – said Horała, who quoted one of the fragments of the report. The entities involved in the implementation of the CPK Concept, the CPK company and the “Polish Airports” State Enterprise (PPL) properly performed the tasks in this respect. Activities at the stage of planning and preparing the investment were in line with the assumptions of the CPK Concept. The government’s plenipotentiary for the CPK properly performed the tasks in the field of supervision over the preparation and implementation of the CPK Program Horała recalled a fragment of the report.
The audit of the Supreme Audit Office covered the activities of the Ministry of Infrastructure, under which the government plenipotentiary for the CPK supervising the preparation of the investment, the company CPK, PPL, operates. In the CPK company, the period 2018-2020 was audited.
The Central Communication Port is a planned transfer junction between Warsaw and Łódź. As part of this project, Solidarność Airport will be built on approximately 3,000 hectares, which in the first stage will be able to serve up to 45 million passengers per year.
