Subsidy for Initiatives to Strengthen Competitiveness for Cluster Facilitators

Resolution EMT/1732/2023, 19 May, which approves the regulatory bases for subsidizing initiatives to strengthen competition for cluster promoting agents.

Catalonia is a competitive and flexible economy in a globalized environment. This is due to its entrepreneurial spirit, its commitment to internationalization and innovation, and fostering a solid industrial sector that represents more than 20% of GVA (more than 50% if production services are included).

The importance of industrialized economies lies precisely in the fact that they are the most internationalized and innovative, the ones that generate the most stable and quality jobs and the ones that enjoy greater welfare and social cohesion. They are also the most flexible and are the ones that drive sectors that are intensive in technology and advanced services.

For decades, through ACCIÓ, the government of the Generalitat de Catalunya has promoted policies to support industry and business. This long-term vision has contributed to the fact that today there is a diverse business structure of consolidated and emerging companies, innovative, internationally competitive, attractive for investment and well prepared to meet the challenges ahead, especially From green generated and digital transformation.

In this context and giving continuity to this policy, the National Industrial Pact 2022-2025 has been promoted. A program based agreement to change the country’s industrial model, restart the productive economy, increase the weight of industry in the economic framework and provide a framework of temporary stability to industrial policy.

The treaty contains a total of 152 acts structured around five broad areas: sustainability, energy and the circular economy; Digitization, Industry 4.0, Innovation and Internationalization; quality employment, working conditions and training of workers in the industry; infrastructure and industrial land; and financing and business dimensions.

It is a tool that should be used to strengthen Catalonia’s competitive position in a global context, a tool that can improve the economy, exports, the number of foreign companies established in Catalonia, investments in R&D or the number of emerging companies. Allows for continued growth. companies, among others. It is also a means that allows the productive fabric to be directed towards the collective challenges of society, such as the most respectful forms of production with the environment and more connected, quality employment or the creation of shared value.

This agreement is the framework in which specific actions are taken to support industry and Catalan companies, and ACCIÓ is its main implementing entity. In this context, the cluster policy is a tool that contributes to economic and industrial development.

Cluster-based economic development policy models assume that the competitiveness of a company depends on its strategy and the quality of the environment in which it operates (demand conditions, related and supporting industries, endowment of supply factors). production and structure. economic fabric, among others).

Cluster policies, therefore, emphasize the generation of transformative projects based on strategic differentiation and the ability to adapt to environmental elements. Some policies that Catalonia has vast experience with, as it was one of the first regions in the world to implement them 30 years ago.

Clusters are a means to boost competitiveness and in fact, 73% of cluster member companies say that being part of these organizations makes them more competitive. They are also a lever for innovation. In this context, 86% of the cluster’s member companies invest in R&D and innovation. In addition, cluster members reported seven business performance improvements compared to similar companies that were not part of the cluster (turnover, employment, EBITDA, export activity, presence of subsidiaries abroad, registration in the Register of Innovative SMEs, and participation in H2020). Has shown high performance in metrics. Program).

In an environment of rapid change and the emergence of a new industrial model on an international scale characterized by the blurring of the boundary between manufacturing and services, traditional business models and strategies are currently no longer valid to compete. For this reason, it is essential to implement public policies aimed at supporting companies in this process of economic transformation. A fundamental tool for achieving this objective is the cluster policy, understood as a set of industrial and trade policy initiatives aimed at increasing the competitiveness of companies through rethinking their strategy and their continuous adaptation to the challenges of the global market. To improve efficiency.

In the current competitive environment, organizations focused on creating shared value are increasingly essential, creating a triple impact: economic, social and environmental. The Cluster Policy in Catalonia establishes as a priority that cluster organizations adopt this new paradigm, facilitating the adoption of shared value by SMEs while promoting cluster projects around this concept.

This is the context in which this line of subsidy is promoted as an initiative to strengthen the competitiveness of cluster revitalization agents.
