The situation is extraordinary. Farmers are not able to fulfill the terms of their contracts with ARMA

The Management Board of the Lower Silesian Chamber of Agriculture has asked the National Council of Agricultural Chambers to request the Minister of Agriculture to recognize the current situation in agriculture as extraordinary. This could result in farmers being able to withdraw from aid programs under contracts concluded with ARMA, ie RDP 2014-2020 and other programs they use.

In the current situation, farmers are not able to meet the terms of the contracts with the Agency for Restructuring and Modernization of Agriculture due to the difficult economic conditions of farms. Agreements concluded with ARMA introduce provisions on maintaining, e.g. sow herds in a certain number or sowing or filling the declared area. Farmers who benefited from the RDP to build and modernize piglet production buildings signed contracts to keep pigs in a certain number for 5 years. However, they are not able to fulfill this obligation, because as a result of ASF and the situation related to the crisis on the pig market, they pay up to PLN 160 per head, which in the long term leads to loss of financial liquidity and bankruptcy of farms in the pig sector.

Sales below production cost

The same is true for the starch potato market. In the contracts with the ARMA, farmers declared a specific acreage to be filled, but unfortunately the economic situation on this market deteriorated significantly and farmers are forced to sell their produce below the economic viability of the farm.

The situation on the dairy market is also not optimistic. Farmers benefiting from RDP programs have modernized their farms, invested huge funds to make their work lighter and the economic effects greater. Observing the current situation, the amount per liter of milk is insufficient to cover production costs and the efficient functioning of farms.

– Beneficiaries who have benefited from the assistance of ARMA are getting bigger and bigger with the fulfillment of the conditions included in the contracts. Many farms, often run for generations, are struggling to survive. The pandemic situation is also not favorable to farming, as it is a time of uncertainty and destabilization of outlets for farmers. Therefore, the Management Board of DIR requests to send letters to the Ministry of Agriculture and Rural Development in order to recognize the current situation as extraordinary and to apply for the possibility of changing the provisions in the contracts on long-term maintenance of the size of herds, the number of plantings, etc., which farmers undertook to fulfill in the signed exemption agreements farmers from sanctions due to failure to comply with original obligations – urges the president of DIR, Ryszard Borys.
