The reasons why the developers did not decide to fully implement VR support are unknown, but fans are speculating about internal competition that has killed the enterprise. Let us recall that recently announced Grand Theft Auto: San Andreas VR on Oculus Quest 2, which would definitely not benefit from the presence of this feature in Definitive Edition. An equally probable version seems to be the lack of time to finish all the elements of the trilogy, which is supported by the general low quality of the remaster.
