US ready for talks with Russia to limit missiles and military exercises in Europe

During the telephone press briefing on bilateral talks with Russia as part of the Strategic Stability Dialogue (SSD), the official mentioned two areas where progress could be made in the talks: restrictions on missile deployments – both in Ukraine and similar to the INF treaty, abandoned in recent years – and limits on the size, range and location of military exercises. However, he stressed that in both of these cases Russia would have to declare identical commitments.

– We’ve seen reports of other things on which USA they would be open to discussions such as the size of troops and the elements of troop deployment in states FOR THIS. I want to make it clear that it is not on the table, said the representative of the administration.

Asked whether he precluded talks about a treaty in the style of the Treaty on Conventional Forces in Europe (CFE) imposing bilateral limits on the deployment of forces from the Atlantic to the Urals, the official replied that such an arrangement would have to be discussed in a wider forum.

– What you have described, like CFE or other multinational international agreements, would have to be discussed in a different, wider context and is not part of our package of topics to be discussed during the Dialogue on Strategic Stability – emphasized the official.

As he assessed, The US approaches the talks “not with optimism, but with a sense of realism”, adding that only after the start of the discussion it would become clear how serious Russia’s intentions to hold the talks in good faith are and whether it does not use them as an excuse to start hostilities.

Initial talks in Geneva will start on Sunday, although the main and official part of the discussion is scheduled for Monday. A White House representative said the US expected the Kremlin to be misinforming about the talks.

– I can assure you that there will be no rigid, serious or specific obligations, because the nature of these talks will be exploratory. Anything that is discussed will have to come back to Washington for consideration and be discussed with partners and allies in the days to come, the government official in Washington said.
