What kind of twin-traction locomotives does PKP Intercity want to buy?

PKP Intercity announced yesterday a tender for the supply of 16 electric-diesel (so-called hybrid) locomotives along with the provision of maintenance services. We got to know the details of the order specification.

We wrote about the tender announcement yesterday; now we know the details of the specification. PKP Intercity wants to buy 16 diesel-electric locomotives with a maximum speed of 160 km / h in electric traction and 120 km / h in diesel traction.

Delivery in four years

The company assumes deliveries of all vehicles within 48 months of signing the contract, while the first one must be delivered not later than within 30 months.

The carrier first plans to operate the first vehicle for 6 months, and then, after any technical corrections have been introduced, the next locomotives will be delivered. PKP Intercity also wants to use the locomotive maintenance service provided for the first P4 repair of each locomotive (for a minimum period of 5 years). Rolling stock manufacturers may submit their offers until mid-February 2022.

The locomotive must fully meet the requirements of TSI and PN-EN, UIC cards. The vehicle should be equipped with level L1 and L2 ETCS on-board equipment. Multiple traction up to 2 vehicles. The first Vehicle will be delivered to the Ordering Party for a minimum period of 6 months, it will be subjected to the use observed under normal operating conditions.

Admitted to traffic in Poland

Maximum weight is to be 88 tons, continuous power min. 2,800 kW in electric traction and 1,200 kW in diesel. The vehicle must be able to start on a track with a slope of 15 ‰ with a maximum load of the wagon train (570 t – electric traction, 416 t – diesel traction). In the attachments, you can only find information about the admission to traffic in Poland.

PKP Intercity assumes review cycles at the level of:

  • P1 – minimum every 45 days or 25,000 km
  • P2 – minimum every 6 months or 100,000 km
  • P3 – minimum every 2 years or 400,000 km
  • P4 – minimum every 5 years or 1,500,000 km
  • P5 – every 30 years or 8,000,000 km

The Ordering Party requires the provision of maintenance services as well as warranty repairs for each of the Vehicles in a manner ensuring that the technical availability factor is maintained at a level of at least 95% from the start of operation (after
end of the observed operation period) until the completion of Level P4 maintenance in each calendar quarter, except for the first year of operation of each vehicle, when the contractor is required to meet the availability ratio
technical less 4 percentage points and the quarters in which individual vehicles will be subject to periodic maintenance at the P3 level, by 10 percentage points for each of the vehicles under review, as well as the rolling stock reliability coefficient of at least 90% quarterly. However, it is worth adding that for declaring higher coefficients, you can get additional points in the tender.

The purchase of two-traction locomotives is an element of the PKP Intercity investment program. As part of the increased investment outlays, the company will allocate PLN 24.5 billion to the modernization of the fleet by 2030, and to environmentally friendly parking stations – PLN 2.6 billion.
