Duda proposes to the head of NATO to increase the alliance’s forces on the eastern flank

“We talked about the situation on the border between Poland and Belarus, as well as Belarus, Lithuania and Latvia; all NATO allies condemn that the Lukashenka regime is exporting innocent people to the borders of the Alliance; it is inhuman and cynical” – said NATO Secretary General Jens Stoltenberg after the meeting in Brussels with Andrzej Duda. The president pointed out that the pressure of migrants at the border has not stopped. And we are afraid that with this change in the manner of a hybrid attack on the border, from frontal to attack by smaller groups at night, this state may last for many months. But I assured Mr. Secretary General that it has a civil profile all the time, that our Border Guard, our police forces, only supported by the Polish army, by Polish military units delegated to support the Border Guard and Police – the president pointed out.

I assured the Secretary-General that we take what is happening there very seriously and we accept all these signals. I made a proposal to the Secretary General to increase the readiness of NATO forces in this part of Europe, on the eastern flank, to consider increasing the military presence there, to consider also strengthening the missionfor example, the Air Policing mission, all observation missions that patrol this part of the North Atlantic Alliance flank in order to show all potential aggressors that NATO is ready, that not only that we are ready to defend NATO countries, but also pay attention to the security of our non-NATO allies with whom I am workingy – said Duda.

At the press conference following the meeting in Brussels, the president was also asked whether the question of the possibility of using Art. 4 of the North Atlantic Treaty and convening formal consultations with allies.

Of course, all the time, with the Secretary General and with our allies from the North Atlantic Alliance, we have in mind the issue of the possibility of using Art. 4, but we would like to use Art. 4 not rashly – said Duda.

He added that at present the situation “does not yet meet the qualification of Article 4”.

There is no immediate military threat today, there is no military attack today on any of the neighboring countries in relation to the North Atlantic Alliancewhere we could potentially expect this reinforcement from the point of view of this article and an increase in security – said Duda.

He noted that the last time Poland referred to Art. 4, it was 2014 when Ukraine was militarily attacked by Russia.

Article 4, which is, after all, an article of the North Atlantic Treaty, serves precisely as a defense against military attacks and in the event of military attacks – He said.

Pursuant to Art. 4 of the North Atlantic Treaty, any NATO member state may request consultations with other member states if it believes that its territorial integrity, political independence or security is at risk.
