The parliamentary report presented in France on the porn industry

The French Senate presented a report on pornography in which it is said that sexual and physical abuse in the pornographic industry is “systematic”: the objective of the report, it was stated during the presentation press conference, is to denounce “a ‘ pornography industry that generates systemic violence against women ”and demand that“ the fight against pornographic violence and its consequences become a political priority ”. Therefore, greater regulation of the production of videos and the application of the laws already in force are called for.

The report was prepared by Laurence Rossignol, Socialist Vice President of the Senate, along with three other senators who are part of the delegation for women’s rights and equality. It is almost 200 pages long and is the result of six months of research and dozens of hours of hearings during which more than 50 people involved in the sector, women’s rights activists and victims were heard. Rossignol explained that it was the first time that the institutions had worked on this topic, on which there was, in fact, “no institutional bibliography, no relationship, nothing”. For Rossignol this lack of interest in the topic is no coincidence: «The resistance of men to make these issues political is very strong».

The report explains that in the porn industry today it is no longer possible to make a distinction between the so-called professional and amateur sectors. Episodes of solicitation and subsequent exploitation of young women are very frequent. These women, it is explained, are then pushed to sign contracts for the unlimited transfer of image rights: “For the removal of a video uploaded to one of their sites, producers would generally expect between 3,000 and 5,000 euros” from those same women, «which is more than ten times the remuneration obtained for the scene shot. Once online, the videos are almost impossible to remove, preventing the women being filmed from exercising their right to be forgotten ».

In the report, which presents a lot of data on the French porn industry, it is said that both the quantity of pornographic content accessible to all, and its very nature ‘have contributed to making violent sexual acts against women trivial. Sexual, physical and verbal abuse in porn are systematic ”. And again: “The script of rape and the eroticization of sexual violence are part of this system of domination and violence against women”, write the speakers, who cite several studies in which it is shown that these abusive practices represent 90 percent of the time. one hundred of the pornography consumed online.

Annick Billon, co-author of the report, said: “Scenes where one man, most often several men, inflicts physical and sexual abuse on women have become the standard.” “Ethical porn exists,” she explains herself, “but it represents 0.001 percent of the market, it’s not what consumers are looking for.”

In France, Arcom, the French regulatory authority for audiovisual and digital communication, has calculated that 19.3 million people (one third of Internet users) watch porn online and that minors account for 12 percent of this audience. “Two thirds of children under 15 and one third of those under 12 have already been exposed, voluntarily or involuntarily, to pornographic images. Almost a third of children under the age of 15 visit a porn site at least once a month, ”the report said, underlining the profound consequences this exposure can cause on the representation of sexuality and women.

The relationship stems from two large judicial investigations into abuse in the world of French amateur porn.

The first, in October 2020, led to the identification of more than 60 victims, of which at least 53 have appeared as civil parties, and to the indictment of twelve people for gang rape, human trafficking, exploitation of prostitution. , money laundering, abuse of vulnerability. Le Monde wrote that on Tuesday 27 September, again as part of the same investigation, four other people were arrested. Another judicial investigation, from July 2020, concerns the founder of the Jacquie & Michel porn site, Michel Piron. Piron and three other people were indicted in June for human trafficking and rape with acts of torture and barbarism.

The Senate report also contains 23 recommendations for the application of existing laws and the introduction of new regulations. Among other things, we ask for a strengthening of Arcom’s powers to report and sanction sites that violate the rules, to strengthen the age control systems of users, and to make the possibility easier for the persons recorded in home videos, to get the withdrawal of those same videos. The report’s conclusions also ask whether it is reasonable to “continue to tolerate the existence of an industry that generates such violence and abuse against women (…), which can have disastrous consequences on the construction of the sexual identity of a young audience” . The last recommendation is “educate, educate, educate”.
